Partnerships facilitate service and efficient execution of projects
Elenia together with its partners has created an on-going foundation for well-functioning and multifaceted services and the efficient execution of projects. This established way of working has proven to be successful for smaller customer-specific projects and larger investment projects as well as being effective in exceptional situations. Furthermore, Elenia has actively developed contracting environment and encouraged new contractor to enter the market. Today, there is a robust service provider market for distribution network construction and maintenance in Finland. Elenia Oy is a construction developer organisation that purchases all of its services on the open market. The company does not have its own installation resources or ownership stakes in the service market.
Elenia’s material procurement and logistics services are also based on a framework of partnerships. The company purchases installation materials and logistics from a wholesaler and strategic materials directly on factory contracts. In 2013, Elenia established a new agreement regarding material and logistics wholesaler services as well as new factory contracts for power cables and secondary substations. An efficient material supplier network and supply chain is an integral factor for ensuring the success in delivering projects. Elenia seeks to promote the advancement of the industry through exploring new and alternative solutions that require international sourcing of products. This creates a need for electricians to be acquainted with new products through induction to ensure the quality of work.
A new frame agreement for underground cabling was successfully implemented and we exceeded our expectations by completing a portfolio of several construction projects by the end of 2013. The majority of all cabling projects scheduled for 2014 have been allocated to frame contractors as well as to contractors who have been selected after bidding. There are also new significant project contractors widening Elenia’s existing business partners of various sizes, ranging from large companies to small and medium-sized enterprises. Elenia’s investment programme has a significant employment effect in the regions it operates in. Elenia’s projects create jobs for almost 800 industry professionals annually.
Seasonal fluctuation in the construction industry is a considerable challenge. Elenia has developed an annual planning clock including early project initiation to anticipate and prepare far enough in advance for seasonal variations. Furthermore, contractors have developed winter construction methods for laying power cables and reduce the impact of weather on construction activity. Elenia’s annual seminar for contracting partners was held in Hämeenlinna in November. The seminar is one of the biggest within this business area in Finland. Over 100 delegates from almost 50 different organizations attended the seminar.
Elenia is working with several external contracting companies and it demands a fluidity of IT-systems. The adaptable IT-systems and interfaces are key aspects to improving productivity. The implementation of a new ERP system is on-going and after the system has been rolled out it will support project management as well as follow-up.
The partnerships support the efficiency of operations. They also enable the long-term development of the operations of Elenia’s business partners of various sizes, ranging from large companies to small and medium-sized enterprises. This allows Elenia to encourage new service providers to get involved and actively develop the service market.
Systematic and regular stakeholder co-operation
Elenia works systematically to promote harmonised infrastructure construction. In harmonised infrastructure construction projects, the goal is to combine the projects of Elenia, local municipalities and other infrastructure operators.
Finland’s strategic objective to increase the renewable energy sources’ share of energy production will increase the number of wind farms in Finland. International and domestic companies have already started wind farm projects within Elenia’s area of responsibility. We have projects under construction to connect wind farms to the national grid with a distribution or power line.
Elenia’s goal is to implement optimal permit practices and land-use compensation. Elenia has been actively involved in developing practices concerning placing cables in the road area. Elenia also negotiated co-operation with Finland's National Board of Antiquities concerning how to take the material cultural heritage and the cultural environment into account in cabling projects as well as how to ensure the fluidity in the acquisition of permits.
Zero tolerance for black economy and accidents
Elenia has a zero tolerance policy for black economy and accidents in both its partnerships as well as its own operations. The company’s policy of preventing black economy covers its entire partnership network. Environmental, safety and quality follow-up is an integral part of everyday work. Elenia has implemented construction- and partnerships-related customer and safety promises jointly with partners in order to create customer and overall trust regarding accurate, safe and seamless activities.
